TheUN Secretary General’s
Road MapTowards Implementation of the UN Millennium Declaration
of 2001 states human rights should be at the centre of
peace, security and development programmes.
The subsequent UN Secretary General’s Report, Strengthening of the United Nations: An Agenda for Further Change stated that ‘promotion and protection of human rights is a bedrock requirement for realization of the Charter’s vision of a just and peaceful world.’
The UN Secretary General’s In Larger Freedom Report of 2005, the Secretary-General of the United Nations reinforced the link between the MDGs and human rights.
“The Millennium Development Goals and Economic, Social and Cultural Rights: A Joint Statement by the UN Committee on Economic, Social and Cultural Rights and the UN Commission on Human Rights’ Special Rapporteurs on Economic, Social and Cultural Rights”: (UN CESCR & UN Special Rapporteurs, November 2002), encourages operationalizing the link between human rights and MDGs in reporting procedures, the construction of targets and indicators, and in thematic rapporteuring.
