Bringing Local Priorities into Local Planning

The Human Rights Approach to Regional Development Planning: Pilot Project for Armenia project is a straightforward programme requiring relatively few resources. The primary project activity is a public opinion poll aimed to capture the human rights situation of individuals throughout the country, as well as their perspectives on human rights protection and local development priorities. Survey results will be promoted among populations to generate grass-roots debate, and a sound survey methodology will help to ensure that the survey results are incorporated into government planning processes. The programme complements two parallel UNDP programmes, and the survey results will feed into a project on localizing MDGs and setting localized MDG targets. In addition to influencing policy debate at community, regional and national levels, the programme aims to model participatory processes for emulation by Armenian authorities at the regional and national levels.


Lessons Learned

The survey results will be launched in March 2007, and UNDP Armenia feels that it is too early to propose any lessons learned.
